why don't they just send the remaning xbox 360 over to usa and then they will sell the rest of the xbox 360 units

The reason they don't ship them back is probably the BIOS on them is set for Japan and will not play in North America. Microsoft is shipping new Xbox 360 every week to retailers. The effort to reload BIOS on the ones in Japan is not worth it.

I don't think the Xbox 360 is doing that bad in Japan. If you take in account that they didn't have one Japanese oriented title at launch. The Japanese consumer wants Japanese games. They all wanted Dead Or Alive 4. Microsoft should have waited to release Xbox 360 until Dead or Alive 4 was ready to ship. Once DOA4 is ready and the other Japanese developers have theirs ready to go this spring we will see Xbox 360 out sell the original Xbox.
